Federal Standards and Enforcement

NFPA 70B- Standard for Electrical Equipment Maintenance (2023 Edition) The National Fire Protection Association’s 2023 update to NFPA 70B transformed this document from a recommended practice into an enforceable compliance standard. It now mandates:

  • Infrared thermography inspection of all energized electrical equipment at least every 12 months
  • Inspection of degraded or at-risk equipment every 6 months
  • Temperature differential (ΔT) measurement and classification of all anomalies found

Because NFPA 70B is now a recognized safety standard, OSHA may cite it under the General Duty Clause (Section 5(a)(1)) when employers fail to maintain electrical systems safely. Employers in commercial facilities, manufacturing, healthcare, hospitality, and other industries face significant penalty exposure for non-compliance.

OSHA General Duty Clause – 29 CFR 1910 OSHA’s General Duty Clause requires employers to provide a workplace free from recognized hazards likely to cause death or serious physical harm. Failure to inspect and maintain electrical systems, including through infrared thermography as required by NFPA 70B, can be cited as a General Duty Clause violation. OSHA’s electrical safety standards in 29 CFR 1910 Subpart S also address maintenance obligations for electrical equipment.

Florida State Law

Florida Senate Bill 4-D (2022) – Building Safety Enacted in response to structural building failures in Florida, SB 4-D created mandatory milestone inspection requirements for:

  • Condominium and cooperative buildings three stories or taller
  • Phase 1 inspections required at 25 years of age for coastal buildings (within three miles of the coastline), 30 years for all others, and every 10 years thereafter
  • Phase 2 inspections required if Phase 1 reveals concerns requiring further structural investigation

Infrared electrical inspections are required as a component of the recertification package for buildings with main electrical service of 400 amperes or greater.

Florida Statutes Chapter 718 (Condominium Act) and Chapter 719 (Cooperative Act) These statutes govern ongoing maintenance obligations for condominium and cooperative associations, including duties that implicitly or explicitly require regular inspection and maintenance of building systems. Directors who fail to exercise reasonable care in maintaining building systems may face personal liability.

Florida Building Code Florida adopts and amends model codes including the International Building Code (IBC), International Residential Code (IRC), International Energy Conservation Code (IECC), and International Property Maintenance Code (IPMC). Local amendments may impose additional inspection requirements. The Florida Building Code references thermographic verification in the context of energy code compliance and envelope performance.

Industry Standards That Govern How Inspections Must Be Performed

ASTM C1060 – Standard Practice for Thermographic Inspection of Insulation Installations in Envelope Cavities of Frame Buildings This ASTM standard governs the thermographic inspection of insulation in building wall and roof cavities. It specifies required temperature differentials, environmental conditions, and documentation requirements for inspections to be valid.

ASTM C1153 – Standard Practice for the Location of Wet Insulation in Roofing Systems Using Infrared Imaging The governing standard for commercial roof moisture scanning. It establishes protocols for timing (post-sunset inspections), environmental conditions, equipment requirements, and reporting.

ASTM E1928 – Standard Practice for Estimating the Obligation to Retrofit Existing Buildings and Equipment Accessed in Energy Audits Referenced in energy audit contexts; supports the use of thermography in building energy assessments.

ASHRAE Standard 90.1-  Energy Standard for Buildings Except Low-Rise Residential Buildings Governs energy performance requirements for commercial buildings, including building envelope standards. Thermographic verification is a recognized compliance pathway.

International Energy Conservation Code (IECC) Adopted and amended by Florida, the IECC establishes energy efficiency requirements for building envelopes in new construction and major renovations.
